Rev. Nishiwaki was born on May 5, 1945 in Yonaguni Island, Yaeyama District, Okinawa Prefecture in Japan. Although he was naughty at elementary school, he was able to study and was trusted by his friends, so he was selected as the class president. His family was poor, however, the principal's efforts allowed him to go on to high school. After graduating a Jinjo Higher Elementary School, he moved to the main island of Okinawa and began working as a mechanic at a US military base.

When he was twenty-one, he met the Bible and was impressed by the words, " Keep on asking, and you will receive what you ask for. " (Matthew 7: 7-8) and became a Christian. Since then, he started to perform many miracles such as divine healing. This mysterious experience allowed him to work as a minister without graduating from a seminary.

At the age of 28, he moved to South America and began his missionary work there. He returned to Japan in 1996 after conducting missionary activities in North America and Hawaii, but suffered a cerebral infarction. He abandoned missionary work abroad, and he learned a computer and started missionary work via the Internet, and he continues to do so.
